A pallet that works well in a local warehouse can become a costly problem once it reaches a port, container terminal or overseas border. The best pallets for export shipping are not simply the cheapest units available. They must suit the destination's import rules, the load, the handling method and the freight mode, while keeping wasted space and damage risk under control.
For Australian exporters, pallet choice should be made before goods are packed, not after a shipment has been booked. Material, treatment status, dimensions and construction all affect whether freight moves efficiently or is delayed, repacked or rejected.
Best pallets for export shipping: start with entry requirements
The first question is whether the destination country requires timber packaging to meet ISPM 15. This international standard applies to solid timber pallets, crates and dunnage used in cross-border freight. It is designed to reduce the movement of timber pests between countries.
Where ISPM 15 applies, solid timber pallets need to be treated, usually heat treated, and carry the required IPPC mark. The mark identifies the country, treatment provider and treatment method. It needs to be legible and permanently applied to the pallet. A pallet with a faded, incomplete or suspect mark can create unnecessary inspection risk.
Do not assume every timber pallet is acceptable because it looks new or has been used for export before. Treatment requirements can vary by destination, and some countries apply additional biosecurity controls. Your freight forwarder, customer or destination authority should confirm the current requirements for the specific trade lane.
Manufactured timber pallets, including compressed wood pallets, are generally exempt from ISPM 15 because the material is processed under heat and pressure during manufacture. Plastic pallets are also exempt from timber treatment rules. That can simplify export preparation, but it does not remove the need to check pallet specifications requested by the consignee, carrier or destination warehouse.
Choose the pallet material for the job
There is no single best material for every export consignment. The right choice depends on whether the pallet is disposable or returnable, the load weight, exposure to moisture, handling frequency and available freight space.
Heat-treated timber pallets
Heat-treated timber remains a practical option for many export loads. It offers good strength, can be repaired in some supply chains and is widely accepted by transport operators. It is often suitable for machinery, cartons, bagged product and general industrial freight where a conventional pallet format is required.
The trade-off is variability. Timber pallets can absorb moisture, develop splinters or loose boards, and add more tare weight than some alternatives. For a high-value shipment, check that boards, blocks and fasteners are sound before loading. A treated pallet still needs to be structurally fit for transport.
Compressed wood pallets
Compressed wood pallets are well suited to one-way export shipments where space efficiency and biosecurity simplicity matter. They are nestable, which reduces storage space before dispatch, and their consistent moulded form can help with container planning and automated or repeatable packing operations.
Because they are manufactured wood, they are commonly selected where exporters want to avoid managing ISPM 15 timber treatment markings. Their limitations need to be considered properly. They are not the right answer for every wet, exposed or heavily point-loaded application, and the selected model must have a verified dynamic and static load rating for the job.
Plastic pallets
Plastic pallets suit operations that value consistent dimensions, cleanliness and resistance to moisture. They do not splinter, do not need ISPM 15 treatment and can be a strong option for food-related, pharmaceutical, chemical and closed-loop applications, subject to the relevant handling and hygiene requirements.
The initial purchase cost is usually higher than timber or compressed wood. For one-way export freight, that investment may be hard to recover unless the pallet is returned or its handling advantages justify the cost. Plastic also has its own design considerations: some models are better for racking, while others are designed mainly for floor storage, transport or nesting.
Match pallet dimensions to freight and destination
A sound pallet choice can still be inefficient if its footprint wastes container space or does not suit the destination's handling system. Standard Australian pallets measure 1,165 x 1,165 mm, but that does not make them the default choice for every export load. Many overseas distribution systems are built around other formats, including 1,200 x 1,000 mm and 1,200 x 800 mm footprints.
Before committing to a pallet size, confirm what the receiving warehouse can handle. This is especially relevant where goods will move through pallet racking, conveyors or a retailer's distribution network after arrival. A non-standard footprint may create handling delays, transfer costs or a requirement to repalletise the freight.
Container utilisation also matters. The pallet width, length and loaded height determine how many units fit safely into a 20-foot or 40-foot container. A small gap repeated across every row is paid for space that is not carrying product. Conversely, selecting a footprint purely to maximise the container can be a poor decision if it leaves cartons overhanging the pallet or creates an unstable load.
Keep the total loaded height within the container and destination handling limits. Allow for the pallet height, cartons, protective packaging, stretch wrap and any top protection. Freight should sit within the pallet perimeter wherever possible. Overhang is vulnerable to crush damage from adjacent loads, container walls and forklift contact.
Assess load rating, deck design and handling access
Pallet load ratings should be checked against the actual load, not the nominal weight of the product. A 700 kg evenly distributed carton load behaves differently from a 700 kg machine with four concentrated feet. Point loads can damage deck boards or moulded surfaces even when the stated pallet rating appears adequate.
Ask whether the rating applies to static storage, dynamic forklift movement or racking. Static capacity is the load a pallet can support while sitting on the floor. Dynamic capacity applies while it is being moved. Racking capacity is usually the most demanding because the pallet is supported at fewer points. Do not place a pallet in racking unless its design and rating allow it.
Forklift and pallet jack access are equally practical considerations. Four-way entry can improve handling flexibility at warehouses and ports, particularly where forklifts approach from different sides. If the freight will be moved by a pallet jack, confirm the pallet base configuration works with the equipment at both ends of the journey.
For export shipments that need reliable handling, assess these four areas together:
- the fully loaded dynamic and static weight
- whether the load is evenly distributed or concentrated
- forklift, pallet jack and racking requirements
- the risk of moisture, weather exposure or extended storage
Build stability into the palletised load
The pallet is only one part of the export unit. Carton stacking pattern, stretch wrap, strapping, corner protection and container restraint all determine whether the freight arrives in saleable condition.
Stack cartons in a stable pattern with the heavier items at the base. Keep the load square and avoid placing a small, heavy carton on a large unsupported carton below it. Use appropriate stretch wrap to contain the load without crushing cartons, and apply strapping where the product and pallet design can safely support it. Edge boards or corner protectors can prevent straps from damaging cartons and improve load stability.
For containerised freight, a stable pallet still needs restraint. Gaps around pallets can allow movement during braking, vessel motion and handling. Dunnage bags, bracing or other suitable cargo restraint methods may be required depending on the load plan and the nature of the goods. The objective is to prevent movement without applying damaging pressure to the product.
Consider the total export cost, not just pallet price
A lower unit price does not always mean lower freight cost. A heavier pallet increases shipped weight. A bulky non-nestable pallet consumes warehouse space before dispatch. A damaged or non-compliant pallet can lead to repacking, inspection charges, demurrage or rejected freight at the destination.
For regular export programs, compare the full cost of each option: purchase price, storage footprint, treatment requirements, product protection, container utilisation and whether the pallet has any return value. Bulk purchasing can improve unit cost, but only if the pallet specification is right for the loads being shipped.
