Guide to Export Pallets for Australian Freight

A rejected pallet can hold up an otherwise ready shipment, create avoidable rework at the depot and put delivery dates at risk. This guide to export pallets covers the decisions Australian exporters need to make before freight is packed, booked and handed to the carrier. The right pallet is not simply one that holds the load. It must suit the destination, transport method, goods, handling equipment and applicable biosecurity requirements.
Start with the destination requirements
The destination country should drive the pallet specification, particularly when timber packaging is involved. Many markets apply the International Standards for Phytosanitary Measures No. 15, commonly known as ISPM 15. This standard controls the movement of solid wood packaging material because untreated timber can carry pests across borders.
For timber pallets, confirm whether the destination requires an ISPM 15 mark and whether your freight forwarder, customer or carrier has additional conditions. The mark must be legitimate, clear and visible. It identifies the treatment method and the authorised producer or treatment provider. Heat-treated pallets are common for export use, while fumigation may be used in particular circumstances.
Do not assume that an Australian-standard pallet is automatically suitable for international freight. A pallet that works for domestic transport may be the wrong footprint for an overseas container programme, a retail distribution centre or an airline cargo unit. Requirements can also differ by commodity. Food, pharmaceutical, agricultural and machinery shipments often have stricter cleanliness or packaging expectations.
Processed wood products are generally treated differently from solid timber under ISPM 15. Compressed wood pallets are manufactured from processed wood fibre and can be a practical export option where low weight, consistent dimensions and nestable storage matter. However, import requirements can change and individual customers may still request supporting information. Confirm the final requirement with your freight forwarder and destination-country adviser before packing.
Guide to export pallets: choose the right material
The best pallet material depends on the transport environment and the total cost of the shipment, not just the unit price. Timber, plastic and compressed wood pallets each have a place in export operations.
Timber export pallets
Timber remains a familiar choice for many exporters because it is widely accepted, repairable and suited to heavy or uneven loads. When exporting, the priority is using pallets that are correctly treated and stamped where required. Avoid reused pallets with unclear treatment marks, excessive repairs, loose boards, protruding nails, mould or contamination.
Timber can be a sensible option for machinery, industrial components and dense freight, particularly where fork entry and high load capacity are required. The trade-off is weight, variable quality between units and the need to manage timber compliance carefully.
Plastic pallets
Plastic pallets do not require timber treatment and are resistant to moisture, insects and many common contaminants. They are useful for clean supply chains, export freight exposed to wet conditions, food-related applications and closed-loop movements where pallets may return.
The main consideration is selecting a pallet with the correct dynamic and racking load rating. A plastic pallet may perform well under a stationary load but flex too much when lifted by a forklift or stored on warehouse racking. Check the manufacturer’s ratings against the actual loading and handling conditions rather than relying on a general weight estimate.
Compressed wood pallets
Compressed wood pallets are often chosen for one-way export shipments because they are lightweight, consistent and nestable. Nesting reduces the storage footprint before use and can lower the cost of moving empty pallets to a packing site. Their uniform moulded construction also avoids many of the loose-board issues associated with lower-grade timber pallets.
They are not the answer for every application. A heavy point load, sustained outdoor exposure or repeated rough forklift handling may call for a different pallet type. Match the pallet’s stated capacity and operating conditions to the freight task.
Set the pallet size around the freight plan
Pallet dimensions affect container utilisation, freight charges, warehouse handling and load stability. Australian businesses commonly use 1165 mm x 1165 mm pallets domestically, but international supply chains often use 1200 mm x 1000 mm or 1200 mm x 800 mm footprints. Your overseas customer may also have a mandated pallet size for receiving and storage.
Ask three practical questions before ordering pallets: What pallet size can the consignee receive? How will the pallet fit in the planned container, truck or air freight unit? Can the pallet be handled safely at both ends of the journey?
A poor footprint choice wastes container space and encourages carton overhang. Overhang exposes cartons to impact damage from forklifts, racks and adjacent freight. It also makes stretch wrap less effective because the load edges are unsupported.
Height matters as much as footprint. Build the pallet to suit the internal height of the container and the stacking plan, allowing for clearance during loading and unloading. For air freight, weight, dimensions and airline acceptance rules can be particularly restrictive. Confirm limits before building the load.
Check load ratings in the way the pallet will be used
A pallet rating is only meaningful when it matches the actual handling method. Static load is the weight a pallet can support while sitting evenly on the floor. Dynamic load applies when the pallet is moved by forklift or pallet jack. Racking load applies when the pallet is supported by rack beams rather than across its full base.
Export loads are frequently transferred several times: from production floor to staging area, into a container, through a destination depot and into the customer’s warehouse. Each lift adds risk. A pallet that is adequate for single-use floor storage may not be appropriate for repeated handling or racked storage.
Consider load distribution as well. A pallet carrying evenly packed cartons behaves very differently from one carrying a concentrated machine component or a heavy IBC. If the product has feet, sharp edges or small contact points, use suitable load spreaders, protective boards or a pallet designed for point loading.
Build a stable palletised load
Stability should be designed into the load before stretch wrap is applied. Place heavier cartons or components at the bottom, keep the load centred and avoid unsupported gaps between cartons. Where carton strength allows, use a pattern that creates an interlocked load. Where cartons rely on vertical compression strength, a column stack may be more suitable. The correct approach depends on the carton design and the stack height.
Stretch wrap holds a stable load together. It cannot correct weak cartons, major overhang or an uneven base. Use corner boards where straps or wrap could crush product edges, and consider top sheets to protect against dust, moisture and abrasion. Strapping can add restraint for heavy freight, but it should not cut into cartons or deform the load.
For full-container loads, pallet security is only one part of cargo protection. Empty space inside the container can allow freight to move during braking, turns and sea transit. Dunnage bags, blocking and bracing may be required to restrain palletised goods at container level.
Inspect before freight collection
A final check at dispatch prevents many common export issues. Inspect pallets for broken deck boards, loose fasteners, contamination, water damage and signs of pests. For stamped timber pallets, ensure the ISPM 15 mark has not been painted over, damaged or hidden by labels and wrap. If marks are required, they should be visible on the pallet rather than only recorded in paperwork.
Check that labels, carton markings and shipping documents agree on the number of pallets, package count, gross weight and consignee details. Take clear photos of the finished pallets and the container loading process where practical. These records can help resolve freight damage claims or questions about loading condition.
Plan compliance and purchasing together
Export pallet selection should happen early in the packing plan, not after production is complete. Confirm destination requirements, agree pallet dimensions with the customer, calculate the load rating and order enough pallets for packing, rejects and contingency. For regular export programmes, standardising the pallet specification can reduce purchasing variations and improve loading consistency.
