A shipment can be correctly packed for the trip and still be stopped at the border. Untreated timber, missing dangerous goods marks, incorrect container weights and packaging that does not meet a buyer’s specification can all create delays, rework and avoidable cost. This export packaging compliance guide sets out the practical checks Australian exporters should make before goods leave the warehouse.
Start with the destination and transport mode
Packaging compliance is not one universal standard. The correct specification depends on the destination country, the product being shipped, whether the load moves by sea, air or road, and whether it is classified as dangerous goods. A pallet acceptable for a domestic delivery may not be suitable for export. A container load that meets one customer’s receiving requirements may be rejected by another.
Confirm the destination-country import conditions before selecting packaging. This is particularly relevant for timber packaging, food and agricultural products, machinery with soil contamination risk, and goods subject to quarantine or sanitary controls. Your freight forwarder, customs broker and overseas customer should be working from the same packing specification.
Transport mode also changes the risk profile. Sea freight can involve long dwell times, humidity and container condensation. Air freight places greater emphasis on dimensional efficiency, weight limits and packaging strength. Road and rail legs add vibration, braking forces and handling transfers. The packaging needs to protect the product through the whole journey, not simply get it onto the first truck.
Timber packaging and ISPM 15 requirements
Timber pallets, skids, crates and blocking can be subject to ISPM 15, the international standard used to reduce the spread of timber pests. Where required, solid wood packaging must be treated and carry a compliant mark showing the treatment, country code and producer or treatment-provider identifier.
The practical point is simple: do not assume a timber pallet is export compliant because it looks new or because it has previously been used in freight. Check that the required mark is present, legible and applied to the packaging itself. Do not cover it with labels, stretch wrap or repairs that make it difficult to verify.
Not every timber-derived product is treated the same way. Manufactured wood products such as compressed wood pallets, plywood, particleboard and oriented strand board are generally outside the ISPM 15 treatment requirement because they are processed materials. That can reduce the biosecurity administration associated with solid timber, but it does not remove the need to meet the importer’s packaging, load rating and handling requirements.
Plastic pallets are another practical option where hygiene, moisture resistance and repeat-use performance matter. They avoid timber pest treatment issues, although their dimensions, load capacity and forklift entry still need to suit the freight task. Select the pallet on the actual load and handling method, not on material alone.
Check repairs, contamination and loose timber
A marked pallet can still create problems if it is heavily damaged, contaminated or modified with untreated timber. Keep export pallets dry and clean. Remove mud, plant material, insects, loose bark and unnecessary timber dunnage before packing. If a pallet has been repaired, verify that the repair method does not compromise its accepted status for the destination.
For containerised freight, blocking and bracing deserve the same scrutiny as the pallet. Solid timber used to restrain cargo may be regulated as packaging material. Specify compliant materials at the packing stage rather than leaving the load restraint decision to the final hour.
Match packaging strength to the export journey
Compliance and cargo protection are connected. A package that collapses, shifts or punctures in transit can become a safety issue, a rejected delivery or a damaged-goods claim. Start with the product weight, centre of gravity, stacking limit, pallet footprint and expected handling points.
Avoid overhang where possible. Cartons or bags extending beyond the pallet edge are exposed to forklift tynes, racking contact and abrasion against adjacent freight. A stable, square load is easier to wrap, strap and secure. Heavy product should sit low, with consistent weight distribution across the pallet deck.
Stretch film, strapping, edge protection and top sheets have different jobs. Film helps consolidate the load and protect it from dust and minor moisture exposure. Strapping can provide stronger restraint, particularly for dense or rigid goods. Edge protectors reduce carton crush from straps and improve load stability. None should be used to disguise a poorly stacked pallet or insufficient packaging strength.
For sea freight, consider moisture separately from physical restraint. Container condensation can affect cartons, labels, metal components and absorbent goods. Use appropriate liners, moisture management products or protective barrier materials where the cargo and route justify them. The right solution depends on the product sensitivity, voyage duration, season and container conditions.
Secure the load inside the container
Container doors are not a load restraint system. Freight must remain stable under braking, vessel movement, handling impacts and opening at destination. Gaps between pallets or cargo units allow movement, which can lead to damaged stock or unsafe unloading.
Dunnage bags are commonly used to fill voids and brace palletised cargo, drums and other compatible loads. They work best when the bag is correctly sized for the gap, positioned against suitable load faces and inflated to the specified pressure. They are not a substitute for proper blocking, bracing or lashing where the cargo is heavy, irregular or likely to move vertically.
Load restraint should be planned before the container is loaded. Consider the weight distribution across the container floor, axle limits for the road leg, pallet orientation, access for unloading and the sequence in which cargo will be removed. Do not place all heavy goods at one end or leave unsecured voids simply because the container is nearly full.
Document the packing method with photographs where the shipment value, customer requirements or risk level warrants it. Clear records help resolve disputes and show that the load was packed with reasonable care.
Dangerous goods need approved packaging and accurate marks
If you export dangerous goods, general-purpose packaging is not enough. The product must be correctly classified, packed in packaging approved for that class and packing group where applicable, and marked and labelled in line with the relevant transport rules. Sea and air shipments follow different international codes, and carrier requirements may add further controls.
For liquids and chemicals, confirm that the container material is compatible with the product. An IBC, drum or jerrican may be suitable in size but unsuitable for the chemical being carried. Check the UN packaging approval, maximum permitted gross mass, closure requirements, test period where relevant, and any venting or secondary containment requirements.
The shipping description, safety documentation, package marks and labels must agree. Mismatches are a common cause of freight refusal. Do not rely on a previous shipment as proof that the current shipment is compliant, particularly if the formulation, destination, transport mode or package type has changed.
Use a release check before dispatch
A short release check prevents many export packaging failures. Before handing freight to the carrier, verify the following:
- The destination-country packaging and biosecurity conditions have been confirmed.
- Timber pallets, crates and dunnage are ISPM 15 compliant where required, with visible marks.
- The pallet, carton or container is rated for the product weight and expected stacking load.
- Cargo is restrained against movement, with voids addressed using appropriate dunnage, bracing or lashing.
- Dangerous goods packaging, labels, marks and documents match the classification and transport mode.
- Package counts, weights, dimensions and container information match the packing list and booking details.
Specify packaging early in the purchase cycle
Export packaging is cheapest to manage when it is specified before stock reaches the dispatch area. Procurement teams should define pallet dimensions, load ratings, material requirements, packaging compatibility and bulk supply needs alongside the product purchase order. This reduces last-minute substitutions that may be unsuitable for the destination or freight method.
For repeat export lanes, build an approved packing specification that states the pallet type, carton configuration, wrap or strap method, void-fill approach and required marks. Review it when the destination rules, product weight, customer requirements or carrier changes.
