Are Compressed Wood Pallets Export Compliant?

A shipment can be packed, labelled and booked correctly, then held up because the pallet base does not meet the destination country's biosecurity rules. That is why exporters ask: are compressed wood pallets export compliant? In most cases, yes. Properly manufactured compressed wood pallets are generally exempt from ISPM 15 treatment and marking requirements because they are a processed wood product, not solid timber packaging.

That answer is useful, but it is not a blanket clearance for every consignment. Export compliance still depends on the destination market, the goods being shipped, the carrier's requirements and whether the pallet is suitable for the load. For Australian exporters, the practical task is to separate the phytosanitary question from the wider freight and documentation requirements.

Are compressed wood pallets export compliant under ISPM 15?

ISPM 15 is the international standard that manages the movement of timber pests in wood packaging material used in international trade. It applies primarily to solid wood packaging such as timber pallets, crates, dunnage, skids and bracing made from raw or lightly processed wood.

Compressed wood pallets, also called moulded wood pallets or presswood pallets, are produced from wood fibres, chips or similar material that is broken down and formed under heat and pressure. The manufacturing process changes the material sufficiently that it falls within the standard's exemption for wood-based products made using glue, heat, pressure, or a combination of these processes.

As a result, compliant compressed wood pallets generally do not need heat treatment, methyl bromide fumigation or an ISPM 15 mark. This is a major operational advantage over conventional timber pallets, which normally require an approved treatment and the recognised IPPC mark before export.

The distinction matters. A pallet made from solid timber boards is not automatically exempt because it has been kiln dried or painted. Conversely, a genuinely moulded pallet is not simply an untreated timber pallet. Its composition and manufacturing method are what support the exemption.

What the exemption does and does not cover

The ISPM 15 exemption addresses the pest risk associated with the pallet material. It does not replace the import conditions for the products on the pallet or the commercial requirements of the shipment.

For example, an importer may need permits, product declarations, quarantine documentation or a packing declaration for the goods. Food, agricultural products, machinery with soil contamination, used equipment and certain chemical products can each create separate biosecurity obligations. A compliant pallet does not resolve those issues.

Destination authorities can also impose local conditions that go beyond the common ISPM 15 position. Some countries, customers or freight forwarders may ask for evidence that a pallet is manufactured from processed wood. Others may have a preference for plastic pallets, particularly in closed-loop systems or hygiene-sensitive supply chains. Treat the exemption as a strong starting point, not a reason to stop checking the destination requirements.

There is also a practical limitation: do not apply an ISPM 15 mark to an exempt compressed wood pallet unless the manufacturer is authorised and the marking is appropriate. The mark is used to identify treated solid wood packaging. An incorrect, copied or misleading mark can create questions at inspection rather than prevent them.

Ask for product confirmation before booking freight

When purchasing pallets for export, obtain a clear manufacturer statement or specification confirming that the product is manufactured from processed wood and is exempt from ISPM 15 treatment requirements. Keep it with the shipping file, especially when exporting to a new market or through a forwarder unfamiliar with moulded pallets.

The document does not need to be overcomplicated. It should identify the pallet model, describe the moulded or compressed wood construction, and state the relevant ISPM 15 exemption position. If a customs broker, consignee or airline asks why there is no IPPC stamp, this gives the operations team a direct answer.

For repeat lanes, add the pallet specification to the export packing standard. That reduces the risk of a warehouse team substituting an ordinary timber pallet when stock is low. One untreated timber pallet used as a base, brace or dunnage piece can change the compliance position of the shipment.

Check the full unit load, not only the pallet

Exporters should inspect every wood item used to secure the freight. A compressed wood pallet may be exempt, but solid timber dunnage, chocks, spacer blocks, corner supports, crate timber or bracing can still be regulated under ISPM 15.

This is common with machinery, fabricated products and irregular loads. The main pallet may be moulded wood, while a warehouse adds timber blocking to stop movement during container transport. If that blocking is solid wood, it should be correctly treated and marked where the destination requires ISPM 15 compliance.

The same principle applies to timber lids, frames and export crates. Review the complete packing configuration before the container is sealed. It is more efficient to replace one unsuitable timber support in the warehouse than manage a hold, repack or disposal instruction at destination.

Match pallet performance to the freight task

Export compliance is only one selection criterion. The pallet still needs to carry the load safely through handling, storage and transport.

Compressed wood pallets are often valued for their consistent dimensions, nestable design and low tare weight. Nesting can reduce the space required for pallet storage and improve inbound freight efficiency when pallets are delivered in volume. Their lighter construction can also be useful for air freight, where every kilogram affects the freight charge.

However, capacity must be assessed against the actual loading condition. A static load on a warehouse floor, a dynamic load moved by forklift, and a load racked at height place different demands on a pallet. Weight distribution matters as much as total weight. Dense product concentrated in the centre, unsupported cartons at the edges, or overhang can reduce stability even where the nominal pallet capacity appears adequate.

Moisture exposure deserves attention as well. Compressed wood pallets are generally best kept dry before use and protected from prolonged weather exposure. They are not the right choice for every wet wash-down environment, extended outdoor storage application or high-reuse closed loop. In those cases, a plastic pallet may be the more suitable operational option, despite a different upfront cost profile.

Consider the transport mode

For containerised sea freight, focus on load stability, pallet capacity, container utilisation and protection from condensation or moisture. Stretch wrap, strapping, edge protection and suitable dunnage can be as important as the pallet itself.

For air freight, pallet weight, footprint and airline acceptance become more prominent. A lower-weight pallet can contribute to cost control, but only if it supports the freight without deflection or damage during terminal handling.

For road or domestic transfer before export, confirm that forklifts, pallet jacks and racking are compatible with the pallet entry design and dimensions. A pallet that is export-exempt but difficult for the warehouse to handle can create avoidable damage and delays before it reaches the port or airport.

A practical export pallet check

Before dispatching goods overseas, confirm four points: the pallet is a genuine processed wood product; any solid timber packaging in the unit load is appropriately treated and marked; the destination and customer accept the proposed packing method; and the pallet's load rating suits the product and handling path.

Also confirm the pallet supplier's documentation is available to your freight team. This is particularly worthwhile for first shipments to a country, high-value consignments, or loads likely to be inspected. A simple specification on file can prevent time-consuming explanations after the freight has left the warehouse.
